Japanese prosecutors have indicted a 20-year-old US Marine on suspicion of murdering and robbing a 39-year-old woman in Okinawa. Devin Jacob Ballard, who was assigned to US Marine Corps Air Station Futenma, was arrested following the death of Anna Yagi.

According to the indictment cited by Japanese media, Ballard allegedly strangled Yagi with a telephone cord on 3 October. Investigators say he subsequently stole her backpack and wallet. The incident occurred at a hotel in Naha, the prefectural capital.

Security footage from the hotel reportedly shows a man believed to be Ballard entering the building with Yagi. The video also shows him leaving alone while carrying her personal items. Although Ballard initially denied the allegations, Asahi Shimbun and Kyodo News reported that investigators believe he has since made statements suggesting his involvement.

Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government has lodged a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent similar incidents in the future.

The Okinawa prefecture hosts the largest concentration of US forces in Japan, with approximately 55,000 soldiers stationed there. This case has renewed tensions over the presence of US troops on the island. Okinawa Governor Genta Koja stated that the prefecture has repeatedly requested US action to prevent such incidents. He characterized the alleged crime as a sign of a lack of discipline.

This indictment follows several other criminal cases involving US servicemen in the region. In 2025, US Marine Lance Cpl Jamel Clayton was sentenced to seven years in prison for sexually assaulting a woman. In 2024, Air Force member Brennon Washington received a five-year sentence for the rape and kidnapping of an underage girl. Four sexual assault cases involving US troops were reported in Okinawa that year.

Protests erupted in Japan earlier this month following the arrest. Approximately 100 people demonstrated in both Naha and Tokyo. The Marine Corps stated it is actively cooperating with Japanese authorities and extended condolences to the victim's family. Social media users in Japan have voiced their anger, with many demanding justice for Yagi.
