The General Staff of the Armed Forces of Ukraine stated that Russian forces utilized the recent ceasefire in Oleshky to solidify their military posture.
According to the report, Russian units rotated and strengthened their positions while the humanitarian operation was underway. The staff noted that Moscow expanded anti-drone protections along roads and increased logistics capacity, including the delivery of ammunition.
Ukrainian commanders maintained that their forces strictly adhered to the agreed terms of the truce. "By contrast, the enemy used the humanitarian pause to reinforce its positions," the General Staff said.
The ceasefire, which began at 03:00 on October 27, was intended to facilitate a humanitarian evacuation. Dmytro Lubinets, Ukraine's Parliamentary Commissioner for Human Rights, announced the start of the truce, which Russia's Defence Ministry confirmed. The arrangement was scheduled to end at 22:59 on November 1.
Under the bilateral agreement, the evacuation route for residents of Oleshky ran through Russia and Belarus before reaching Ukrainian territory. Lubinets' office explained that this specific path was selected for the operation.
On October 31, President Volodymyr Zelenskyy declared the humanitarian operation successfully completed. He reported that all evacuated Ukrainian citizens had crossed the state border in Chernihiv Oblast. Lubinets confirmed on the evening of November 1 that the ceasefire had ended and that both sides had honored their commitments.
